Well, it certainly isn't a species of grass. Without seeing the whole plant it is difficult to be sure and it would be helpful to know where you saw it. It is rather like Marsippospermum gracile but that is only found wild in the Antarctic! I am also reminded of Thurnia, of which there are two species, both found in Guyana.
I'll be interested to see what other contributors make of it. Raynwater suggests Nutsedge, a species of Cyperus related to papyrus. I agree that there is some similarity but this has its has its flowers on pedicels and doesn't form this tight globular inflorescence.
