garden soil - black mulched or regular garden soil, which is better?
we are filling in large planters and garden areas and i'm wondering if it's better to go with premium garden soil or the black mulched kind? i'm not really a 'gardening' type but i do enjoy puttering in the yard and i'm just not sure which is better for growing hostas and flowers.

Mulch and soil are two different things. Mulch is usually shredded wood, and you put that on top of the soil to keep weeds down, hold moisture, and also for aesthetic reasons. It's not a replacement for soil.
For planters, I would use potting soil. It has the advantage of being light weight, and good for plants. It will make moving the filled containers much easier.
I recommend premium garden soil for filling in large areas of your garden for economic's sake. it's cheaper than potting soil, and you don't need to lift and move your garden anyway.
I mulch any bare soil when I can. it has nothing to do with the kind of soil I use.
