What kind of cactus is this?

I saw this cactus in San Antonion and it looks like there is a tree growing out of the middle of it. Could you please help me identify this cactus?

My best guess is a Yucca

The inflorescence is diffuse but narrow in outline and spikelets are small. The lemmas are usually less then 2 mm long and are hairy along the base of the veins and cobwebby at least at the base of the midvein.
