what flower blooms once a year and in the night?

it suppose to bloom only once a year in the night and would only open with the light of the moon and i dont know if this is true but they told me when its starts to open no one can make a sound if not it will die or they will have to wait till the next year

Possibly you are thinking of Night-blooming Cereus. Like many plants, it blooms once per year. My specimen began blooming at 3pm and finished before daybreak. It does not appear to be sensitive to sound.
