When to start planting a flower garden in new England?

I live in mass and part shade i want to make a small garden. This my first time making one any tips to add too ?

A pretty plume moth, Amblyptilia acanthadactyla.

Conditions weren't great for mothing, being a bit too clear and chilly. Numbers were low, but there were three new micros for the garden: including this one and also another plume, Agdistis bennetii. I'll probably post a photo of the latter later as it's quite an unusual looking little moth.
