What is the best time of year to garden in northeastern New York?

I was thinking of starting a garden this year, but im not sure what the best time would be to start?!
-A vegatable garden that is.....

may would be the best time when you buy your seeds it usualy says on the back of the packets when is the best time to plant so follow the back of the seed packets.
