Crepe Myrtles won't bloom....why??? and Cholla Bloom

Crepe Myrtles won't bloom....why???



We have well establish Crepe Myrtles, that get plenty of sunshine and water. I give them occasional plant food too.
The trees look healthy, the leaves look healthy, there are literally thousands of healthy looking buds just waiting to pop open, but every year only a very small percentage of them actually open and bloom....any thoughts as to why this happens. I see random trees in the neighbor hood with the same problem, some saturated with heavy beautiful blooms others hardly a flower.
