How do you keep a dog out of the garden?

Our dog keep getting into our garden and chews up our plants is this a puppy tantrum? How do you stop him from this sort of destructive behavior? We have a six foot fence with barbed wire around it and he still gets in. He is a mastiff and he is extremely smart and bulled headed how do you keep him out of the garden?
