The axis of the plant that bears flowers is called the peduncle. It is the main axis that supports the inflorescence. Whereas a rachis or a ratchet is the stem holding the flowers along with the secondary primary or tertiary branches within the inflorescence. It is basically the stalk of a pinnate compound leaf.
