Which type of garden tiller is safer and more stable?

I am researching garden tillers right now and I'm seeing the two primary categories are rear-tine and front-tine models. Which form of tiller is safer to use and offers better stability?

The rear tine is easier and more stable. The front tine tillers are driven by the tines so if it hits hard ground as an example it will try to pull you with it. The rear tine tillers are driven by wheels and don't take as much strength to control. If you have an area that you want to till that is all good loose, rock free soil the front tine may be just fine. If you have harder ground or want to till some new ground the rear tine will be better. Keep an eye on farm and garden section of craigs list for an older troybilt tiller, can't beat them. By older I mean before MTD started making them.
